Vocational Schools as Partners for Industrial Investments in Ukraine

When searching for new production sites, Ukraine is increasingly coming into focus. In addition to economic and logistical advantages, the availability of skilled labor is a decisive factor. Vocational schools, such as the Galician Vocational College in Ternopil and the Vocational Training Center in Rivne, which were visited in December 2024, play a key role in this: Their training programs can be specifically tailored to the needs of modern industries.

A recent example from the Steinbeis Transfer Center for East-West Cooperation highlights the importance of these educational institutions. An automotive supplier from Baden-Württemberg is currently evaluating potential sites for new production capacities in Ukraine. Visits to local vocational schools are an integral part of the site assessment process.

My first project in Ukraine was successfully completed in 1996 – at a vocational school. Together with the teaching staff of Higher Vocational School No. 20 in Cherkasy, we integrated new teaching materials and modern teaching methods into vocational training via satellite television.

Vocational Schools as the Foundation of Local Industrial Development

The role of vocational schools in Ukraine goes far beyond mere knowledge transfer. They are not only training institutions but also strategic partners for companies looking to invest in the region.

The Galician Vocational College in Ternopil stands out with a wide range of programs covering both technical and creative professions. With departments for computer technologies, services, and design, as well as a strong focus on international cooperation – including programs like Erasmus+ – the school offers modern, practice-oriented training.

Equally impressive is the Vocational Training Center in Rivne, which covers a broad spectrum of technical professions such as electrical technician, CNC operator, and welder. With modern infrastructure, a “Career Center” to support professional development, and close collaboration with the regional employment office, the institution demonstrates how vocational training can serve as a bridge between education and industry.

Enormous Challenges Due to the War

However, it must not be overlooked that the management and teaching staff of vocational schools in Ukraine are currently under immense pressure. The ongoing war presents extraordinary challenges for educational institutions: Regular air raid alarms interrupt lessons and force students and teachers to seek shelter in safe rooms. This not only disrupts the educational process but also poses a significant psychological burden.

In addition, there is the recent discussion about the potential conscription of young people aged 18 and above into military service. These considerations affect not only the future prospects of students but also the planning and continuity of training programs.

Despite these difficult circumstances, the vocational schools in Ternopil and Rivne demonstrate remarkable resilience and remain vital pillars for education and economic development in the region.

A Win-Win Situation for Companies and Regions

For companies investing in Ukraine, cooperation with vocational schools offers clear advantages. On the one hand, training programs can be specifically tailored to the requirements of the industry, ensuring the availability of qualified professionals. On the other hand, the schools benefit from the modernization of their technical equipment and close integration with practical applications.

This not only creates jobs but also strengthens the regional economy and promotes sustainable development in the area. The automotive sector, in particular, which relies on well-trained workers, can benefit from this synergy. The client of the Steinbeis Transfer Center sees collaboration with a local vocational school as a crucial success factor. Training programs could be tailored to the needs of investors to enable seamless integration of local workers into production processes.

Jürgen Raizner and his team at the Steinbeis Transfer Center for East-West Cooperation have not only established contacts with the vocational schools but also analyzed the strategic framework for successful collaboration. Ukraine once again proves that it is not only a country with great potential but also a reliable partner for industry – even in the most challenging times.

The Legacy of Ferdinand von Steinbeis: A Model for Education and Development – Locally and Internationally

Ferdinand von Steinbeis is considered the founder of dual vocational training in Württemberg, shaping an educational system that combines theory and practice. His approach of uniting scientific knowledge with practical skills laid the foundation for the region’s industrial development.

With his vision, he not only promoted the training of skilled workers but also enhanced economic competitiveness. His legacy continues to influence vocational education in Germany today – and we actively integrate this standard into our international projects to promote sustainable development and knowledge transfer worldwide.
